The Office of Federal Programs works closely with Teaching and Learning in the implementation of programs funded by federal funds. Instructional support efforts facilitated by Federal Programs include Title IA-Improving the Academic Achievement of the Disadvantaged, Title I, subpart A Neglected, Title IIA-Improving Teacher and Principal Quality, Title III-A Limited English Proficient and Immigrant, and Title IX-McKinney-Vento Homeless Education Assistance Program.

Federal Funds provide a variety of supplemental services to Mid-Del students and teachers. 

What is Title I?
A program that provides federal funding to schools to help students who are low achieving or at most risk of falling behind.

  • Title I funds are allocated to schools based on the percentage of students receiving free/reduced lunch.

  • The schools use Title I funds to upgrade the entire educational program of the school.

  • Title I funds are used to serve all children in order to raise academic achievement.

  • Title I funds are used to provide additional assistance to all students who experience difficulties in meeting the State’s performance targets.

What is Title I, subpart A Neglected?
A program that serves children and youth residing at Cedar Ridge (the treatment center in our district's boundaries), or attending community day programs for delinquent children and youth.

To carry out high quality education programs to prepare children and youth for secondary school completion, training, employment, or further education;

  • To provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment;

  • To operate programs in local schools for children and youth returning from correctional facilities, and programs which may serve at-risk children and youth. 

What is Title II?
A program that provides federal funding to prepare, train, and recruit high quality teachers, principals, and other leaders.  

To increase student achievement consistent with the challenging State academic standards;

  • To improve the quality and effectiveness of teachers, principals, and other school leaders;

  • To increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; 

  • To provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

What is Title III?
A program to help ensure that English Learners, including immigrant children and youth, attain English proficiency and develop high levels of academic achievement.  

  • To assistant all English learners to achieve at high levels and meet the same challenging State academic standards that all children are expected to meet;

  • To assist educators in establishing, implementing, and sustaining effective language instruction educational programs that prepare English language learners to enter all English instructional settings; 

  • To promote parental, family, and community participation in language instruction educational programs.

What is Title IX-McKinney-Vento Homeless Education Assistance Program?
A program used to serve homeless children and youth and address the problems that homeless children and youth face when enrolling, attending, and succeeding in school.

  • To ensure that homeless children and youth have access to the same free, appropriate public education, including a public preschool education, as other children. 

  • To provide homeless children and youth the same access to the challenging student academic achievement standards to which all students are held.

Federal Program Complaint Procedure:
The district established a complaint process to help ensure compliance with federal grant requirements. Any student, parent, community member or employee who believes the district has violated any regulation connected with the expenditure of federal funds should notify the district using the process outlined in the following link:
